Dr. Foster is the Dean of the School of Technology at Indiana State University in Terre Haute, Indiana. In addition, he oversees the Technology Services Center, the university's Division of Printing, and the Air Force ROTC Detachment.

For the past ten years, Dr. Foster has provided consulting services to business and industry in human resource development, statistical process control, project management and strategic planning. He is the author of two books, more than 20 professional articles, and serves as a reviewer for technology educational journals.

Dr. Foster received his doctorate in Technology Education and Counseling Psychology from the University of Illinois-Champaign.
